Which among the 5 gulf major cities is the most lenient and Liberal; Kuwait,Oman,Dubai,Jeddah or Quatar?

Kinda curious, which among them is the most open city and which one is second? And which one is the least among the 5 Cities?

None of the above mentioned city is liberal with criminals.
Culturaly, Dubai is far better than all the others mentioned.
Kuwait has a very mundane life.
Jeddah has a very strict Muslim culture.
Qatar and Oman are not cities, my friend. They are countries.
Doha is capital of Qatar and Muscat is capital of Oman.
Both Doha and Muscat are fast developing cities.

i suppose when you mean lenient and liberal towards the western culture.
i’d say dubai then kuwait. jeddah would be the most strict of the lot.

Liberal is ofcourse Dubai, followed by Kuwait City, Muscat, Doha & Jeddah

I wud like to add Bahrain to ur list.And Bahrain is the most liberal place in the gulf.

I’d say Dubai and Kuwait.

1__Dubai is the most popular, open, free and developed .. in a way that you cant compare the others with it ..
2_you forgot Bahrain, its also a very small country in the gulf area .. that’s second ..
3_Kuwait City.. open, free, modern city .. but not much ..
4_Doha, Qatar
5_Muscat, Oman – I’ll personally place it as 4th although not many tourists go there
6_Jeddah, enough to say its in saudi arabia .. which doesn’t help at all !! that’s why I’ll say its the least open and free city ..

and the least one is Jeddah, a onservative one
