Yes, I think up until 1960 it was part of Oman. However, it can not be returned to Pakistan. I believe that the agreement was that if there would be oil found in vicinity of Gwadar, Oman would recieve some sort of payment.

    Gwadar (Gwadur), port enclave in Baluchistan, part of Oman (ceded to Pakistan 8 Sep 1958).
