As I know, for all residents who has a valid visa in all GCC countries can enter any of these countries with the same visa. But I suggest for you to contact the ministry of interior in UAE and ask them.

    from my familly information you need a visa , because for Kuwait they ask for a visa in the pressence of residence card of UAE
